The mandate should identify what transfers, the evidence required for acceptance, the date or window for transfer, dependencies on the client, and the conditions that would defer completion.
Confirm the employing entity, relevant third-party contracts, control of premises and infrastructure, and any consents required for assignment.
Identify the accountable client leader, employment relationships, key-person dependencies, management succession and the point at which client leaders assume direct authority.
Demonstrate that reporting, risk ownership, policy exceptions, approvals and performance routines can operate without informal operator intervention.
Test whether the client team can run critical processes, manage vendors, respond to incidents and make recurring decisions using maintained operating records.
Readiness should be reviewed throughout operation. Unresolved dependencies belong in a named register with owners and dates. The transfer review should confirm evidence already produced, not discover the operating model for the first time.
