How to use the conclusion

A high score signals that strategic importance, knowledge retention, control and operating horizon may justify ownership. It does not prove a GCC is the right mechanism or that India is the right location.

An unresolved score needs more work on decision rights, management commitment or the boundary of the capability. A low score may support outsourcing, an existing shared-service model or another direct arrangement.
