Transfer readiness begins when the mandate is written. The parties need to agree what transfers, the evidence that demonstrates readiness and the conditions that would delay acceptance.
Decision rights should move before the legal handover. Client leaders take on governance routines, management responsibility and operating knowledge while GrowGCC still carries defined parts of the operating bridge.
This makes dependence visible. If a process, relationship or decision still relies on the operator, it can be addressed during the engagement rather than discovered at transfer.
The objective is not a ceremonial handover. It is an independently operable capability with a client team able to govern it.
